Concerning a problem of an estimation of reliability it is necessary to note P.V.Putivtseva's research in which it investigates professional reliability of employees FSKN of Russia at various stages of formation of the professional: at entrants; pupils; at a stage of a professional choice; at a stage of rising of the professional status [135, 136].

The author surveys professional reliability as «the developing system professional quality characterising ability to keep is standard set parametres of work irrespective of developing conditions». He notes an estimation of professional reliability, as the necessary factor of management of reliability development: «the psychological estimation of professional reliability assumes itself a logic conclusion about development of reliability of the professional in the conditions of an ascension to skill top on all extent of its labour activity».

Components of professional reliability of P.V.Putivtsev allocates in the form of subsystems: individnoj, dejatelnostnoj, personal and collective.

Individnaja reliability reflects psychophysiological health of the expert. Dejatelnostnaja reliability is a conformity of is professional-significant qualities, experience, a professional knowledge, skills of the employee, to features of labour activity. Personal reliability - a parity of a level of development of the person of the employee and valuable norms of professional work. Collective reliability - the property of labour collective providing efficiency of joint professional work in it.

Reliability formation, according to the author, occurs in a context of internal and external conditions. Internal conditions are presented by the developed professional motivation referred on the control and correction of the behaviour according to interests of service. External conditions is a vocational training of the employee [135].

P.V.Putivtsev notices, that professional reliability is formed at stages consistently replacing each other. With each stage, there is so-called "escalating" of professional reliability which consists in acquisition of the professional experience strengthened by motivation of responsibility, success achievement, and high degree referentnosti. Reliability estimation in this case acts, according to the author, as the regulating factor, a way of management of the given process (tab. 1.4).

At entrants and pupils, the motivation and the specific features of the concrete person promoting or interfering professional formation and development of the expert is estimated, first of all.

At the given stage the leading part in reliability formation is taken away to external conditions, namely - vocational training of the employee.

At a stage of a professional choice, the professional motivation of the expert and its specific features were estimated, namely: individual kognitivnyj style, emotionally-strong-willed qualities,
Characterologic profile, communicative qualities, and also conformity to their standards and the norms accepted in given collective.

At a stage of professional adaptation, the estimation of professional reliability assumes its studying in real conditions of professional work. The key mechanism of formation of reliability at the given stage is mastering of the program of preceptorship, at conservation of high motivation of professional development and absence of desire to change a professional work direction.

At a stage of professional growth, the estimation of reliability of experts was spent for the purpose of selection of instructors, and also promotion of employees on supervising posts, being based on conformity of the employee of model of demands of the given post.

Concerning the collective subject of work, the author notices, that the greatest reliability is noted at [136]:

- High reliability of participants of group (not less than 80 %);

- To placement of personnel taking into account personal features of employees;

- Existence of possibilities for vocational training and professional growth;

- Instructors and principals possessing authority, high professional and moral qualities;

- Small quantity aktseptantov, having, by results of research, low level of professional reliability

By results of research, P.V.Putivtsev concludes, that the estimation of professional reliability is the important component of optimisation of is personal-professional development of experts [135, 136].

For a concept formulation «professional reliability» with reference to activity of employees of Construction Department, we will carry out the analysis of the maintenance of various approaches to understanding of a phenomenon of reliability, described in the given paragraph, having allocated the subject and a predicate of each definition of reliability (tab. 1.5).
